According to an interview with Giulietta Masina, the basic idea for the film came from an experience she and Fellini had. They were driving a car on a mountain road and saw a motorcycle vehicle on the roadside with a man and a woman, both of whom were apparently in desperate poverty. That image stuck with them and Fellini then developed the story for the film.
