One of the soldiers refers to the enemy sniper as "a real Keyser Soze." This is a reference to I soliti sospetti (1995), in which an untraceable, untouchable and extremely powerful villain by the name Keyser Soze turns out to be nothing more than a fictional boogey man whose name is used to intimidate others. As is suggested by the commander at one point, the man identified as Mustafa might be several people sharing a fictional identity.
