In Sam Hamm's original draft for Batman, Bob was an unnamed member of Napier's hoods. Unlike the final film, he was incapacitated by Batman using a "ninja wheel" as he attempted to escape the "Ace Chemicals" plant, leading to his capture. His gun also went off during the incident and caused Napier's transformation into the Joker. By Warren Skaaren's rewrites, Bob had a much more substantial role similar to his in the final film, escaping Axis Chemicals and being Joker's second-in-command. His indirect responsibility for the Joker was also removed.
