The pitch for the show to television executives centered around creating police precinct characters reminiscent of those in The Office (2005) or Parks and Recreation (2009). As a result, creators Michael Schur and Dan Goor set off a bidding war in 2012, and quickly sold the idea to FOX before a script was ever written. Andy Samberg was not part of the proposed series until he suddenly became available after leaving Il Saturday Night Live (1975) after seven seasons.
