(at around 45 mins) Right around the crow attack scene there is a reference to Alice escaping from the Detroit facility. The Umbrella Corporation has facilities in every major city. Therefore, although Raccoon City looks like the real-world Detroit, in the world of the movie, Detroit is not Raccoon City.
