According to the movie's scriptwriter, Scott Frank, the movie was originally conceived as a gritty hard R thriller like the French Connection but set in the future like Robocop. When the decision was made by the studio not to make the movie R rated, one of the things that had to be changed in the script other than the seriousness of the protagonist's drug addiction and the disturbing levels of his obsession with his missing son was the somewhat cynical ending. In the original R rated version ending, the Precogs are sent to a desolate islands in the middle of nowhere where nothing grows, since that's the only place in the world where they are far away enough from the human civilization not to have visions of crime and murder. Therefore, in the end, the price they have to pay for their freedom is life in miserable conditions. This ending also adds an epilogue where the viewers are informed that in the year following the events of the movie, without Precogs to prevent them, there was over 130 murders in the city.
