The "Glengarry" leads are inside a locked metal cabinet near the door inside Williamson's desk, which is visible after the meeting is over. The ones who had the closest vantage point to note this fact are Levene and Arranow. This is one of the reasons why Moss tries to recruit Arranow to break in and steal the leads later that night. We find out later on that Levene was the one who broke in an stole them and sold them to Jerry Graff along with Moss, who worked out the deal with him.
