The film's depiction of Arkham Asylum is more dystopian than its previous depiction. Sadistic guards are depicted having fun at the expense of anguished prisoners. This fits with the Asylum's dystopian depiction in the mini-series "Black Orchid" (1989) where the prisoners are never released or paroled, and the Asylum's personnel demand sexual favors from scared inmates.
