Near the end of the opening title sequence, when Las Vegas is being walled off to stave off the Shambler horde, it is shown that two of the main characters are practically the last to escape from the city: Ward and Van. Van is shown to be physically escorting a high-ranking military officer out of Las Vegas, presumably the Secretary of Defense that Mister Tanaka mentions when he comes to propose his heist idea to Ward at the Lucky Boy.
