After Eddie (Reynaldo Pacheco) tells Jane (Sandra Bullock) that their candidate, Castillo (Joaquim de Almeida), had broken his promise to the poor Bolivians Castillo confronted when his campaign bus was pelted with rocks, about bringing in the IMF only after a referendum, Jane says "Like the man said, 'if voting changed anything, they would make it illegal.'" In point of fact, that is a quote not from a man, but from Emma Goldman, a female anarchist, who was deported from the U.S. back to Russia (Lithuania, then part of Russia).
