Early on, an engineer speaking to Alec Guinness mentions wanting to be ahead of the plan. After WWII and Stalin, the USSR started an ambitious infrastructure expansion program, outlined in 5 and 10 year plans. The dam being constructed is part of that. But the memory of the dark times and the war was never far from anyone's mind.
