Mad Dog is played by Philip Kwok who also served as the film's action coordinator. He was an action star in his own right back in the 70s. John Woo added the character as Johnny Wong's (Anthony Wong) sidekick as Wong is "a good actor, but his image is so weak." Kwok's Mad Dog offers a balance to that.
