Using a dilapidated Victorian building on the edge of the thriving city of Melbourne in Victoria, Australia, the producers made good use of the hundred year old dungeon cells that used to store the city's currency and gold back in the 1800's. Upstairs, the almost 'Deco' effects were achieved in both the Central Union headquarters and Megaw's apartment for Leo Megaw (Peter Phelps). These were, according to the film's production notes, a tribute to the talents of production designers Philip Chambers and Stan Antoniades.
