Until 1949 US Navy enlisted rank (rating) was separated by occupational type; Seaman ratings and Artificer ratings. Seaman ratings were worn on the right sleeve and Artificer ratings were worn on the left. Our hero identifies himself as a Quartermaster which is a sea occupation thus properly wearing his rating on his right sleeve.
