During the first conversation between Dan Dreiberg and Adrian Veidt, this one tells Dan that the USSR have about 51,000 nuclear bombs. Altough it's an exaggeration respect the real-life nuclear bombs in the world at 1985 (estimated in 15,000), the cipher of 51,000 turns reasonable if counting the fear generated in USSR by the apparition of Dr. Manhattan in 1959, forcing USSR to increase its nuclear weaponry as much as it were possible in the hope to defeat not only USA, but Dr. Manhattan.
