Saint Elmo's Fire is a something seen during thunderstorms when the ground underneath the storm is electrically charged and, between the cloud and the ground, there is high voltage in the air. This tears apart the ionized air and to glow blue. The blue light is believed caused by Cherenkov radiation, which is created by charged particles traveling through an insulating substance faster than the speed of light.
