Heimdall admits to Odin his treason in this movie of conspiring to help Thor, Jane, & Loki escape Asgard against Odin's express orders. It's not the first time he's gone against his ruler's orders, as he disobeys Loki by allowing Lady Sif and the Warriors Three to travel to Earth after Thor, and, indeed, allows Thor to go to Jotunheim against Odin's orders in the superhero's first movie (Thor (2011)). He continues this tradition in Thor: Ragnarok (2017), where he defies Hela's rule and helps Asgardian citizens to hide from her reign of terror.
