In the 1950's when the story is set, littering apparently wasn't considered rude. When Klaatu is about to enter the boarding house for the first time, he unpins the dry cleaning claim tag with the name "Major Carpenter" on the sleeve of the jacket he appropriated, crumples it, and roughly tosses it away. There's no attempt to clarify that he's throwing it into a public trash can. Throughout the movie, Klaatu is depicted as ignorant of certain Earth customs/courtesies.
