John & Charlie, as well as newcomer Grace Santiago, were plainclothes officers of the NYC Transit Police Department. At the time of the film's release, the agency had been consolidated into the New York City Police Department's (NYPD) Transit Bureau since April 2, 1995, one year after Rudolph Giuliani became the Mayor of New York.
