Steve Buscemi's character Mr. Pink, bases his not "believing in tipping" policy in part, on the fact that he believes the waitress is paid Minimum Wage, when in fact, Wait Staff positions are considered "Cash Tipped" jobs, which are paid a much lower amount, depending on the state. In the case of this movie, filmed in California in 1992, the minimum wage was $4.25, the "Cash Tipped" wage was $2.13; this disparity in wage was designed as a means to tax the "unknown" tip amounts, as the waitress would still be required to state she had been tipped at least $2.12 per hour, bringing her wage to the minimum wage amount for tax purposes. (FYI: the Federal Cash Tipped wage has not changed since 1990, and still remains $2.13, while it has been adjusted in some states, it is still much less than the state minimum wage.)
