This movie is considered to be a sequel to La conversazione (1974). In addition to many parallels addressed in other comments, the photo of Edward "Brill" Lyle (Gene Hackman) that the N.S.A. pulls up is a still from the movie, completed with his narrow mustache and horn-rimmed glasses.
