When Kylo Ren (Adam Driver) enters the lair of Palpatine (Ian McDiarmid) at Exegol, a tank full of clones of Snoke can be seen, suggesting that the Sith created the original Supreme Leader Snoke, as well as the resurrected Palpatine. Many of the extended universe stories written after Il ritorno dello Jedi (1983), like the Dark Empire comic book series (1994-1995), dealt with the Emperor being reborn into a clone body. Though the film itself never confirms how Darth Sidious resurrected, and the novelizations never have the final word.
