According to Jeph Loeb, the conception of this new Supergirl origin story came about in 2003 when DC Comics co-publisher Dan DiDio was at an unspecified amusement park enjoying the Superman roller coaster ride. It was there that he saw a large billboard of Superman that had a mini bio below it that explained the bare minimum of Superman's story - he's from the planet Krypton, he disguises himself as Clark Kent, and he loves Lois Lane. There was also a billboard for Supergirl, who at the time had a mini bio based off of her last origin story from the post-Crisis on Infinite Earths saga in 1986 - An ectoplasmic being from a parallel dimension, she came to this world and bonded with an angel. Jeph went on to describe that moment for Dan as, "His cable television going out. Static. And when Dan sees static, he sees a problem." Jeph was then tasked to brainstorm with the head of the Superman department at DC Comics, Eddie Berganza, to come up with a new origin story for Supergirl that had no connections to the previous one while it also semi-mirrored the original origin story from her 1959 debut.
