The psychological disorder the mother would be diagnosable with is called factitious disorder imposed on another (FDIA), historically known as Munchausen syndrome by proxy (MSbP). It is very rarely diagnosed, in part because it appears to be a psychological problem of relatively low frequency, and in part because it's very difficult to diagnose. Children typically have to be removed from their parent's custody for a few weeks to see if medical symptoms presumably induced by the parent's administration of medications and poisons remit. It is very difficult to suspend parental custody in the absence of solid evidence of abuse.
