Sheriff Herb Geller, who is based on Lt. Dave from the 1958 film, was intentionally killed off earlier in the film to catch viewers of the '58 film by surprise. The writers knew those audience members would remember the Dave character, and thus would assume he plays a key part in stopping The Blob, but in actuality, he's one of the earlier victims.
