The tongue that's preserved in the jar inside the pool's control panel is Tom's (Topher Grace) mothers tongue that his dad cut out before locking her away in the hidden room under the pool. That's why the "private caller" who repeatedly calls Tom and breathes heavy over the phone doesn't speak, it's the line connected directly to his mothers room in the basement.
