According to the film novelization, the Zords morph into the form of the most powerful animals existing at the time of their creation. Thus, the Zords in this film are prehistoric animals at first (mastodon, triceratops, pterodactyl, saber-toothed tiger, tyrannosaurus) and then as a Megazord morph and combine into a replica of Goldar.
