The movie's producer, Don Carmody, was heavily criticized by rival Canadian producer Robert Lantos for using Canadian taxpayers' money from a Canadian government film funding agency as part of its budget. Lantos said that while the movie legally qualified as being Canadian, its ultimate ownership and control were by non-Canadians. Angry, Carmody responded to the press, "Robert doesn't leave a penny of pubic money on the table. He goes and shoots his movies in Greece or Hungary or whatever. Resident Evil: Apocalypse (2004) was shot 100 per cent in Canada and dropped over $30 million into the economy. And it's somehow considered inferior to a picture that was shot in Hungary with virtually no Canadians? Because we're successful and the [funding] envelope is available to us, suddenly we're carpetbaggers? I defy anybody to determine that Resident Evil is less Canadian than La diva Julia (2004) or whatever the heck he's doing."
