The Black SUV for Washington State Department of Corrections, and the Kitsap County Sheriff Patrol Car have the wrong Washington State Government License Plates. All vehicles owned by any governmental agency in Washington State have exempt license plates, beginning with a vertical XMT followed by five numbers ending with a letter. That letter indicated the type of agency that owns that vehicle. Both the DOC SUV and the Sheriff Patrol Car have license plates ending with the letter "D". In Washington State the letter "D" indicates these vehicles are owned by a city agency. The Sheriff Patrol Car should end with the letter "C", as the "C" indicates it's owned by a county agency. The DOC SUV should end with the letter "E", as the "E" indicates it's owned by a state agency.
