Data explains to Picard that the Nexus ribbon passes through the same sector of space every 39.1 years. The prologue establishes that the Nexus passed roughly 3 light years from Earth. The events of the bulk of the film take place 78 years later, so on the second re-occurrence of the Nexus ribbon within Federation space since the mission where Kirk was seemingly killed. A cosmic phenomena that powerful passing that close to the Federation capital that frequently should have been better studied by the late 24th century.
