Despite the freighters heading to Cuba fully loaded all are shown riding high (20-30 feet above the water line) which would be normal only if they were almost empty. It is also economically inefficient for a ship to be moved empty. The freighters would not return to the USSR empty but would be loaded with sugar cane or some other product.
