There is no way that Terri's tape could have been written off as a hoax, even if Umbrella had nuked all evidence of the T-Virus with the missile destroying Raccoon City. As shown in Jill's apartment, there had already been news reports on television showing the initial outbreak and even video evidence of zombies attacking humans. The evidence was already there, even before her tape was recorded. Furthermore, there were several bits of footage collected on the tape to corroborate the news footage that could not possibly have been faked, such as the appearance of the lickers, the zombies at the graveyard, and even Terri's death where she's devoured by zombie children.Unfortunately, this is a matter for debate, not an absolute fact. Despite an over-abundance of evidence and proof to the contrary (scientific studies, textbooks, newsreels. film, and so on), there are still plenty of people who retain minority viewpoints on a number of subjects. Therefore, the existence of news reports on TV could be denied, even with eyewitness testimony. All that Umbrella had to do was create enough doubt that they could have plausible deniability.
