A ballistic missile does not operate this way. Most of its trajectory is unpowered and governed by gravity. In the case of intercontinental ballistic missiles the warheads separate from the missile outside Earth's atmosphere.Who said they are ICBMs? They could easily be cruise missiles or the Nike missiles seen earlier.
