When Niedermeyer is riding his horse and addressing the freshmen cadets on the exercise field, he is wearing the rank insignia of an ROTC cadet colonel, three silver lozenges. However, while in his uniform during the food fight scene, and during the homecoming parade, he is not wearing any rank insignia at all.
