Soon after Tina and Ed discover the killer whale carcass by the lighthouse, Brody and Hendricks begin conducting an investigation. There were no radios on any of the sailboats, the lighthouse was unmanned (and possibly without telephones), and the film took place in a time before cell phones were prevalent. Unless someone in the group sailed back to Amity Island to report it, there would have been no other way to contact the police.
