Delarue-Broussard tells Rose and Amita that Cartier wouldn't know how to insure the Toussaint, then takes out an insurance policy for the Toussaint with Frazier's firm.
He is trying to discourage them. When they refuse to take the hint, he then flat-out refuses to lend them the Toussaint.
