Near the section of sewer where Valjean (and subsequently Javert and his men) enter the sewage water, there is a large deposit of bubble foam of the type created through the use of chemical surfactants. This type of bathing product was not introduced until the early 20th century, a century after this story takes place. The foam must have been created by equipment used on set to agitate the water.
