Debbie tells Frazier that she may be able to help him recover "hypothetically 10%" of the Toussaint (the piece she slipped into Becker's pocket). He not only accepts her offer, but doesn't even ask what she means by "10%". It is inconceivable that his firm would be satisfied with just 10% of an item it has insured for $150 million. However, it is clear that Debbie is attempting to bribe Frazier and that he is willing to go along with it.
