When Whip enters the cockpit there is still a long line of passengers waiting to board the aircraft. However just a couple minutes later he tells Evans that he is ready to push, meaning push the aircraft away from the gate. It is very doubtful all of those passengers would have been seated and the door closed which is what would have needed to happen before the order to push back was given.
