Considering how over-engineered and obsessed with "balance" the train maker was, there was never any explanation for why so many "tail" people were let on the train in the first place. The idea that so many would be quickly herded into the tail that starvation would occur for months until protein blocks could be created goes against the carefully calculating persona of the train's designer. While it is possible he had a twinge of conscience for leaving people to freeze and let them on without a plan to house and feed them, it seems unlikely given how sociopathic the society he created on the train is.
