(at around 44 mins) Gale asks Commander Paylor in District 8 if she wasn't worried having all her wounded in one place. She replies that it's her only option, and Gale answers "That's not what I mean." He's talking about separating the walking wounded from the stretcher cases in different buildings, so no single attack can take out all of them. It's also a bad idea to put a huge "H" on the roof of the building you're using as a hospital, since it only invites the Capitol to attack your wounded and sick. There's no reason to believe President Snow would honor any rule against attacking a hospital. So you should be putting your wounded in as innocuous a place as possible.
