The SID controller instructs Air Force 412 to descend to 150 feet. This would mean 150 feet above ground level (AGL) and not above Mean Sea Level (MSL) since all elevations in the southwest where the movie takes place would be well above 150 feet MSL. AGL is calculated by a radar altimeter and MSL via a barometric altimeter. Controllers would not give a descent altitude in AGL.
