It would have been impossible for Ocean's crew to have installed an underground drill in plain view, let alone take it out and install a new one to replace the broken one, without the notice of the Las Vegas City Council, the department of public works, a permit to operate the drills, in addition to massive media attention, and also impossible to accomplish in the two days as shown.
