How did Debbie get the mobile to call the hotel's front desk? If it was a "return purchase", she would not have been able to use the mobile right out of the box. If it was one of the items of personal property that she had to sign for while she was being processed for release, she would have needed to get it charged first, then contacted the carrier to get a new mobile number. However, it is entirely possible that Debbie stole a working cell phone from someone between her release and arrival at the hotel.
