Throughout the film, the headmaster Ms. Gerster is discussing budgetary issues for the school with somebody from the Federal Ministry of Education and Research. In general, Education is an issue which is administered on the state level, in this case Bavaria. Budgetary issues of this kind would be sorted out on the municipal level.
