There is no place on Earth where "5 tons of weapons grade plutonium" exists. The raw element must be refined (no simply task, either) to achieve a level which is "weapons grade". That is, if used in a "WMD". The amount of "weapons grade plutonium" in the atom bomb America dropped on Hiroshima in WW2 was the size of a man's fist. A "dirty bomb" is much lower grade, plus much more simplistic (obviously).
