When Haider gives a speech to an audience at the clock Tower - or the "Ghanta Ghar" as it is locally called - it is the one which was present till 2008, and the surroundings like "Cement Park" are shown in the background, while the movie itself is set in 1995. After the Civil Uprising against the Indian administration in 2008, the Clock tower got renovated and the white plastered structure got covered with brown tiles. The Cement Park in the background was constructed after 2012.
