There are two doors next to the clock in the tower, yet for some reason Doc uses the left door (when facing the clock) instead of the right door, which is next to the dangling cable that He is trying to re-attach. Using the right door would have saved Doc two minutes of useless fumbling about with the ledge and slipping.
