(at around 1h 4 mins) Air-Traffic Controllers never give pilots instructions on how to fly their aircraft. They will never tell anyone to "pull up", at best they would ask the crew to check their altitude or confirm they were aware of the descent. For that, passenger jets are equipped with a Ground Proximity Warning System, GPWS, which automatically tells pilots to pull up if they're too low.
