At the roadworks, the driver states he's "been waiting for 42 min". No traffic controller would ever make a vehicle wait for that long (15min maximum waiting times). Also no traffic controller would walk off the job site (for any reason) without first informing his supervisor, or just ask a road worker to take over traffic control duties. Traffic controllers in Australia must be accredited as such. If you're not accredited as 1, you cant perform as 1.
